problems with scroll wheel zoom

This is my first post so sorry if I do something wrong.

I actually have 3 problems.  Running 2021 ver 22.5.1, Widows 10 Professional.

1.. when I open a larger image and resize to smaller, when I use the scroll wheel to zoom in to 100%, the image doesn't stay centered in the workspace, it gets closer and closer to the upper left corner and when it is at 100% only a small lower right corner is showing. This did not happen before the recent update. screen shot attached.

2... When I open the program, it always opens in my second monitor  to the left, never in my main monitor. I have tried moving it to the main monitor and closing straight away, then opening again, but it still opens in the second monitor.

3... When I click on Help > about Photoshop to see my version nunber, I have to click at least 6 or 7 times before I get a response.

Go to Edit>Preferences>Tools and uncheck Overscroll
