Problems with the adjustments panel, it doesn't open the brightness/contrast panel

im trying to add an adjustment in ps but is not working
it opens the properties window instead
I mean I click on the brightness/contrast button on the adjustments window and opens the properties window
window or panel 
Someone help pls

Do you have more then one display. Could it open on you second display under other windows?  Can you open properties from the window menu? Does the Adjustment layer get added? Have you tried resetting all tools and if that fails to fix  reset your Photoshop preferences?
