problems with transparency

in photoshop 2021, my transparent layers show black debri surrounding them.

or when I try to select, cut and paste a part of a photo, I get parts of the original photo surrounding the cut portion.

any help here ?

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

A few ideas jump to mind…

Check if your graphics card has updates for the driver.
Reset the Photoshop Preferences.
The Adobe Creative Cloud app allows for multiple versions of Photoshop to be simultaneously installed. Trying another version should help determine if the problem lies with Photoshop, your Operating System or something else.
