Program Error Warning - PS will not open

Yesterday, it started with a program error every time I tried to crop a photo then not enough RAM error. Today I uninstalled & reinstalled and now every time I try to open the program I get the following error:
"Could not apply the saved panel configuration, restting to default"
I click ok and then the next error pops up:
"Could not initilize Photoshop because of a program error"
I click ok and the program never opens. 
I checked for updates there are none.
