Proportional scaling disabled in Ps 25.3.1

Very recently my default setting of proportional image scaling was disabled. I know the checkbox that allows users to activate the "Legacy Transform" feature in settings... but it's not checked.

I might be in the minority here, but I valued not having to hold shift for the size constraints.. However, for the life of me, I can't figure out how to get it back as the default.

Please help. Thanks!

@jason bal make your changes with no documents open. That should set defaults.
