PS 2017 and Windows 10 Workplace drop down menu arrange is blued out as n/a

I have just down loaded Ps 2017 onto windows 10. I find that I cannot arrange a work space other that the one that comes up on default. As I close my work I get a dialog box up telling me that it cannot find the workspace file. Any one had the same problem?
