PS 2018 not installing (Update required)

Hello,

I have been trying to install PS CC 2018 for the past couple of days. I recently downgraded from windows 11 to windows 10, and was forced to clean my computer. I installed PS CC 2018 from prodesigntools, and when running the installer it tells me that there is an update required. I've tried to install the reg file from the adobe link when I click Learn more. My operating system is fully updated, and I did install internet explorer 11. I'm not totally sure what else to do, which is why i am asking.

Corsair 16GB 2600mhz

Asus Prime B350-Plus
Crucial mx500 (500GB m.2 ssd)

2 HDD
