PS 2022 on Catalina, Presets Shapes folder is missing

Hi, I'm using PS2022, the About Photoshop shows it's the 23.1 version on MacOS Catalina

I'm trying find the Legacy Shapes from the previous versions

When I go to Window to find the Shapes panel, clicking it only brings up the Brush Panel.

There is no Shapes folder in the Presets folder, and

Define Custom Shape under Edit is greyed out.

Any suggestions?

I have managed to create a custom shape

but when trying to find where this is stored, under the Preset Type: the only option is Tools or Contours, no other options

and when I click on Load, the Tools folder is empty
