PS 22.5.0 weird "pixels" on all sides of photo that don't exist

Photoshop shows all images with blank space on all four sides that doesn't actually exist. For example, a photo that is 9500 pixels in height has 8,000 grayed out pixels above and below the photo, and similar space on the width. The photo is centered in this space, which does not go away if I crop and cannot be used for anything. When I have the photo fit on screen, the sliders show there is more space on all sides.
