when I updated my PS to the latest version, I can't open it

Do you get an error message? If yes, please post the excat message.

In a first step please try to reset the preferences of Photoshop using the steps described here:

Please backup your settings before resetting the preferences. You can check:

How much RAM and spare hard disk capacity do you have and which version of the OS?

Did you keep the previous version as well as the new? This is always a wise practice as you may have isssues with things like plugins and compatability with the new version. I suggest you go back and install the previous version until your issue with the current version is sorted.
