PS 23.4.2 Libraries missing from Edit/Keyboard Shortcuts / > Windows

I  used to be able to assign a shortcut F key to open and close my PS Libraries panel. In post PS 2021 Libraries is missing from the Windows drop down list in Keyboard Shortcuts.

Anyone have any ideas? Thanks!

Yes it seems to be missing when one runs photoshop 2022, however, if one runs photoshop 2022 using Rosetta, then Libraries shows on the Keyboard shortcut list.

I've never heard of Rosetta? I'll have to look that one up.
