PS 26.1.0 can't record action from menu

Did 26.1.0 remove the capablility of recording action from pull down menus? The actions that I created in prior versions still work, but PS doesn't record any actions from pull down menu when I create new action.

You are unable to record a step using the Insert Menu Item from the Actions panel menu? Could you describe the steps?
