PS crop tool broken - video attached

This is driving me bonkers. I have two dozen headshots I am cropping to 8x10, I select 8x10 it goes square, I select square -> 8x10ish, etc... what the heck??

Thank you for the reply! In the video I didn't show that I have been through all the options in the top left drop down as well. I have restarted PS multiple times, and this continues.

Another issue I noticed as well is the Image Size, I type in an image size, the preview is correct but the image doesn't change...

@Herbiedriver1 check your options at the top left of your screen you have 1:1 square selected. Go to the Crop Tool icon top left, then choose "reset tool" or click the "Clear" button to the right of the dimensions/resolution settings.
