Go to the Settings app on your iPad, scroll down to Photoshop on the left and select it. Then on the right rap on Photos and allow Photoshop access to all photos.

What version of Photoshop do you have open?

Mac: Photoshop menu > About
Win: Help > About

You may have an older version open even if you have a new version installed.

When you say "PS", do you mean "Photoshop for desktop"?

Is yes, give us the version.
