PS Filters not responding after update

Question

I recently updated PS to 19.0 20170929.r.165 2017/09/29: 1138933 x64, and now filters don't respond.

Oil Paint is greyed out and other filters, even though available, don't respond to selections.

Haven't changed any settings and filters worked fine prior to the update.

OS: Windows 10 64bit

"Show all Filter Gallery groups and names"under plug-ins is checked.

Under Advanced Settings...

Use OpenCL is checked

30 Bit Display is unchecked

Use Graphic Processor to Accelerate Computation is checked

Any helpful suggestions are appreciated.

Usually when filters are greyed out that means the document is something other than 8 bit. Most filters don't work in 16 or 32 bit mode.
