PS is getting slower and slower - rulers behave strangely and finally tools are not working correct

Version: PS 2022, Version 23.3.1

Windows 10 64 Bit

Intel Core i5-4200u

RAM 4GB

I have since December 2021 the issue that PS is only working fine for appr. 30 minutes, then rulers are disappearing, and selected tools are not working correctly. In last weeks this duration was limited to 10 minutes and finally now only to some seconds. Can´t work with PS right now (and I have time pressure to deliver an open task). 

Allocation of CPU-Power already increased to 80%

Cache leveling on standard value: 4

De-Installation and new installation already done.

Anti-Virus System Kaspersky in usage, deactivation does not make a difference

No 3rd party apps in usage

Available space on storage disc/drive: 15,7 GB

System reacts in that way no matter what kind of picture I´m working on (smaller ones or bigger ones, less levels or more levels) - always same reaction

But PS is not crashing as such (and so no crash report available)

What can I do still today to make my system work again? Thanks for any idea and hint. Thanks!

In addition to the comments above, what GPU do you have installed? If your PC does not have dedicated GPU with its own VRAM then it is liokely that GPU functionality will be disabled and you will be using some of that sparse 4GB system RAM as shared VRAM. If you are not sure, go to Photoshop's Help > System info and click the Copy button. Then paste the info here.

Hi

With only 4GB of RAM you're lucky to be able to do anything in Photoshop, Photoshop requires a minimum of 8GB of RAM, I've got Photoshop opened along with a few other apps and my system is using over 10GB of RAM

Also with only 15GB of free space for the scratch disk you're going to run into issues, you should ideally have 100GB or more of free space for the scratch disk

Thanks a lot! I have understood that Harware-invest is necessary. Maybe there is a way to step back on older version of PS in order to "survive" the situation for 1-2 weeks?!
