PS is not opening!!!! :(

Hi, I need immediate help, I went from macbook to PC and downloaded Adobe Creative cloud and LR and PS, LR works normally for me but PS doesn't even open for me. It's just an irreparable mistake. At the same time, I found out on adobe that my computer is fully compatible. I'm begging for quick advice! I tried reinstalling on older versions as well. nothing helped. Thank you!
