PS Version 22.1.1 - Is there an option for live preview that needs to be turned on somewhere??

Ok, so I'm using version 22.1.1 and the transform tool (including CMD+T). When scaling or rotating an image or path, the live preview isn't showing. I've provided a very brief video clip to highlight the issue I'm having. 

I'm assuming that there's some secret option to turn this on??
