PS24 adds unwanted layers

With all the layers locked in PS24, using a Cintiq 22HD, if I touch the screen with a brush selected, PS adds a new layer. What the actual heck?? Can this be turned off anywhere?

    @mawiro Upgrade to at Photoshop 25.1 there is a preference setting to disable this feature.

      Ps now create a new layer when you are drawing on Smart Object. May be you ask about that?
