PSA (Bug/New Behavior): CC 2019 No Longer Supports Camera Raw Filter on 32 Bit Layers

Just found this and I hope it's a bug.

Previously, if you File -> Automate -> Merge To HDR Pro an then set the mode to 32 bit instead of tone mapped 16 bit, you could uncheck Tone Map with Adobe Camera Raw and then open the image as a 32 bit file in the main Photoshop environment. This still works.

However, you can no longer go to Filter -> Camera Raw on this layer like you could in CC 2018.

This ultimately makes the feature completely useless as I can no longer use smart filtered 32 bit HDR layers + camera raw to tone map and mask non-destructively.

Is this a known issue? Is this intended and caused by the new HDR panorama feature?

It's not photoshop cc 2019 that changed, but the camera raw version 9.10 and later.
