PSCS6 Error "something prevented the text engine from being initialized"

Question

Trying to insert TEXT into a image in photoshop CS6 and I get the error

could not complete your request because something prevented the text engine from being initialized

I have tridthis with TIFF, JPG, bitmap, but it only seems to work with PSD format files.

Is this normal , correct ?
