Odd, the email you get after approval for PSD documentation should have a lot more details.

Are you sure you contacted the email address for PSD access given in the SDK?

Yes,

I filled the form to apply for the partnership and this was the email

europartners[at]adobe.com

Dear Mohamed,

Your request for the Photoshop SDK has been approved.  Please download the SDK materials from http://partners.adobe.com/public/developer/photoshop/devcenter.html

That doesn't sound right at all.

That isn't what the SDK says for obtaining PSD documentation.

Look at the FAQ section in the SDK.
