PSD too big to export (changes dimensions or crops workspace)

I have a project that is 16692 x 24611 at 356 ppi for print that I want to export but photoshop crops it in the process of exporting as JPEG or simplyscales it down to 3376  ×  4977 which is too small to print. What do I have to do to make it export the project in the right dimensions? Thank you for your help!
