PSDC not found or don't have access

Hello! First time here, and as a last resort, without much hope. I have a ton of cloud files, but there's one that won't open. It says, 'Could not download "luz.psdc" because the item was not found or you don't have access to it.' I looked all over this community but decided to post anyway in case anyone has a brilliant idea.

It's been ten months since I last opened it. I do see this item in my cloud files, but there's no thumbnail, and when I try to open it, it says 'Composite not found'. I've also tried duplicating to no avail. Is this file permanently lost, you'd say?

I use the latest version of Photoshop on Windows.
