Puppet warp rotates pins unexpectedly.

When using the puppet warp tool in Photoshop CC 2019, the secondary pin rotates the image greatly unexpectedly. Please see below.

This happened suddenly when working on a project.

Anyone know a solution? I don't recall changing any settings for the tool.
