Title says -- Trying to work on project and the puppet warp tool (and content aware fill) both are unavailable on layers that have content. Please advise. I have already enabled Use Graphics Processor in Preferences

The items puppet warp tool (and content aware fill) won't be available while in Transform mode.

Most likely you'll need to use the actual menu commands under Edit>Fill and Edit>Puppet Warp

What colour mode and bit depth are you working in? If you are in a multichannel, or in a locked layer you will not be able to pupet warp.
