Hi @zaid dweik, it could be corrupted. Does the file have any size to it? Look here in Windows Explorer. If it does, check this article for instructions on file recovery: https://helpx.adobe.com/photoshop/kb/file-recovery-photoshop.html

Another thing: Check your file associations. Are they set correctly?
