Trying to figure out if there when I use Rough Edge on my photo to have a clear/transparent background instead of black or other color from the color wheel,  White or clear does not seem to be an option.

Apply the rough edge to a layer mask.

Make a selection around the area that you want to be opaque.

Click the layer mask icon at the bottom of the Layers panel.

You can paint in the layer mask with black to hide parts of the photo or white to show more of the photo, or you could highlight the layer mask (it will get a double line around it in the layers panel), and use a filter like the Sprayed Strokes filter to roughen the edges of the mask.

If you want to maintain the transparency, save in a file format that supports transparency: GIF, PNG, BMP, TIFF, and JPEG 2000.
