Quick Select & Healing tool auto selected

I am using PS cc2018. Each time I open an image in it I find the Quick selection tool is already selected and if I go to the healing tools then the healing tool is already selected not the spot healing tool. If I have several images open and use say a brush on one and close and save it then yet again the Quick select is selected on the next image and going to the healing tool the second option is already selected.  No matter which tool I use last, this occurs each time.

On searching the forums I see several discussions about different tools.

I have uninstalled and reinstalled

I have tried Resetting Workspace to Essentials

Resetting Toolbar

I found Julianne Kost's video on resetting psp file for CS6 and applied it to CC2018.

Unfortunately none of these solutions worked.

Embarrassed and Apologising.

After a few experiments, I realised that this problem was occurring after I had run a set of Actions. I went through each one and found that one had ben modified and must have remained in Record too long and had picked up the use of the two tools. I have now reset that action and of course the 'problem' has gone away.

Hi Des,

That's definitely not what should be happening, let us help make this right. Could you try resetting the preferences of Photoshop using the steps mentioned below & let us know if it helps:

To restore preferences quickly using a keyboard shortcut: Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.

Have you tried resetting your Phoyoshop Preferences. The active Tools should not change when you open a document in Photoshop.

Yes JJ that is what I did following Juilanne Kosts video on pop files. It didn't work
