Quickaction shift + click/press to draw line is unreliable

When I draw a start point, then move my drawing pen to the endpoint, hold shift and press, it's about 50/50 whether it actually draws the line.  Really annoying because I have to keep repeating the attempt until it works.  Anyone run into this issue and found a solution?
