I'm experiencing the same problem. Except that for me it's intermittent. Sometimes it works other times not so much. But I think I finally narrowed it down to a possible bug in the program. IMHO

My shortcuts work just fine when I'm working on Photoshop normally. That is, if I open Photoshop on its own, open a file through photoshop, everything works honky dory. However, when I work on Lightroom it's a different story. Say I have a file open on Lightroom and I right click on that file and select "Edit in Photoshop," that's when my shortcuts stop working. Lightroom needs to open Photoshop for the shortcuts to not work. At least that has been my experience. Meaning that if both Photoshop and Lightroom are open, when I choose to edit a Lightroom file in photoshop everything works just fine. It is only when Photoshop is closed and Lightroom has to open the app that I see the issue.

This sounds like a bug to me and I think that Adobe should look into it. It just sounds to me like when Lightroom has to open Photoshop something is not loading properly.

This is a known bug and you need to open Photoshop first. No doubt it'll be sorted in the next release.

    Hi usshuntly,

This is not the same problem, as the other problem was that Ctrl + D did not work in InDesign and you are using Photoshop. No worries, it’s been branched and moved to the Photoshop forum.

Discussion successfully moved from InDesign to Photoshop

This was a year and a half ago.  I just developed this issue.  So obviously, NOT in the next release.

I manually changed the shortcut to Ctrl+F, since I never use Search.  After successfully making the change I tried to put it back to Ctrl+D.  It literally wouldn't accept it as a valid keystoke combo.  I'd type it and nothing would enter into the shortcut field.
