Rectangular Marquee Tool - Stuck in "Add" mode

My rectangular marquee tool appears to be stuck in "Add" mode - as if the shift key were being permanenly held down. It is the only tool in Photoshop to exhibit this behaviour. As a result I am no-longer able to move my selection. Instead I have to switch to the lasso tool and move selections with that.

Very bizarre!
