Relief map as a 3d map

Hi everyone,

 

I'm looking the way to create a relief/depth map as pic attached from real map got from Google or similar. It must be created only using Photoshop tools and not any 3d rendering tool. I've been looking for days in Internet, forums, Photoshop plugins and atlas to get ideas but there is not anyhing similar to do this. I'd be very grateful any kind of help or comment. Thanks

Out of interest, why do you want to avoid 3D? The use of a height map to create a terrain is bread and butter to such applications and even Photoshop 3D can use a depth map (although the PS implementation is not usually smooth).

This is a project for the University, the goal is to achieve this result using only Photoshop tools (3D included) but not external 3d rendering programs

Ok. If you create a map representing each pixel with a height value (white highest black lowest) you could use that to Create Mesh from Depth Map. Then adjust the scale and apply the coloured map to the Base Color texture on the mesh surface.
