Remove Tool not working on Photoshop

I have gone through many threads and have found that this new tool is still a problem in 2024. I want to use it, however I am keep getting an error message on a multitude of Photoshop versions. Which version should I use that will work and still allow me to use Generative Fill?

 

This is so frustraing that even in versions 25. 5 this problem is still occuring.

 

Error Message: Required componetns are being downloaded. Check back later to use the tool once the download is complete.

How do I get around this or which verson should I try?

You could try resetting your Preferences too:

Run Photoshop as Administrator at least once.

I am unfortunately still getting the same problem.

Try resetting the tool. Right click on it in the Options bar.
