Render lighting effects not working

Question

when I open render lighting effects. The light elipse is white out and the area around it is black. you can't see the image at all. you can lighten it or darken it slightly, but basically it is not working. I have tried to enable legacy compositing but it doesn't work, infact it made it worse.

I seem to recall that a Lighting Effects bug was on the list for the last update (21.1.1) so the obvious question would be: Which Photoshop version are you using?

What have you done for trouble-shooting so far?
