Reopen message when I launch photoshop then quits

I get this message;

The last time you opened Photoshop, it unexpectedly quit while reopening windows. Do you want to try to reopen its windows again?

If you choose not to reopen windows, you may have to open and position the windows yourself.

I selected both options on two separate tries; reopen windows, and don't reopen windows, either choice photoshop just quits. I now cannot open it.

My other Adobe apps seem to work ok, except photoshop.

I am on a mid macbook pro 2014, with OS Mojave.
