Resize too freezes

Question

I'm having to close and restart photoshop every time I've resized a layer. Resizing works normally the first time I resize something, flatten and save. When I undo to make changes, the resize tool wont work. Anyone else experiencing this?

Could you please post screenshots with the pertinent Panels (Toolbar, Layers, Options Bar, …) visible?

What have you done for all-purpose trouble-shooting so far?

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
