revising image size to affect all layers

I have a series of photographs that have multiple layers, both adjustment and pixel, that are close in size but not uniform.  Now I want them all to have the same aspect ratio precisely of 4:5.  If I modify the Image Size for the bottom layer for the image, the layer that contains most of the pixel content, it appears that this adjustment affects all layers above so that other pixel layers maintain the same relationship in terms of pixel placement with the original layer, as well as adjustment layers.  Is that correct?  I just want to be absoutely sure before revising all.  Thank you.

If you use Image > Image Size relations between layers will remain the same beside pixels on image ( document dimensions) if you alter W and H fields. So you will reduce dimensions of content on every layer not only largest layer.

 

If you want to make smaller or to hide pixels only on "bottom" most layer or largest pixel based layer then use Image > Canvas Size instead of Image Size. That will hide extra pixels on largest layer but will not change positions nor pixels on image. If you have Background (padlock icon) layer then leave it as it is, otherwise you may want to use Select > All then Image > Crop to crop all pixels outside canvas.
