Rich Tool Cut Off

Hello,

I'm using Windows 10, Radeon RX570, Intel I7-9700K, Multiple Screen 3 x 1920 x 1080, 1 x 4096 x 2160

When i hover over the Tools, the Rich Tooltip is Cut off. See picture:

Any idea how to fix the Problem?

Do you have the same issue on all screens or is it just one in particular, you could try resetting your Photoshop preferences

Yes it's the same issue on all 4 Screens,

I have reset the Preferences, and even rebootet the PC after the reset. The problem is still there.
