Rotate canvas tool has gone jerky...

For reasons I don't know, the rotate canvas tool has started working oddly. Specifically, when I rotate with my mouse and finger on the left side of the mouse, all is fine, but as soon as I remove my finger from the mouse to settle in the position I want, it jerks to a different place.

Probably simple pilot error, but I don't have the answer. Can anyone help me with this please?

Actually, it turned out that it was being docked that allowed the image to be rotated smoothly.

Very irritating that this issue persists in CC v 22.0.0 after being reported two versions earlier.

I have this same problem. When application frame is chosen in window menu, rotation works properly, but not when the frame is unselected. Did you ever get any further insight into this problem? Just started happening out of the blue. Works properly in my older PS 2019 but not in 2020
