Rotating Selections

I have looked at some of the similar questions and nothing seems to work. I am unable to rotate and scale a selection of a drawing on photoshop. I can use the move tool and move it around, but when I use the transform selection tool, it only rotates the dotted line of the selection, and not the drawing. I have the layer selected, obviously, as I am able to move the drawing selection around, but I can't rotate and scale it. Any ideas?

Use normal transform: ctrl/cmd-T. Transform selection is just to transform the actual selection and not the pixels of the image.
