rotation problem

hello, could you please help me, I have a big problem with the rotation, I work on an IMAC 5K late 2015 ,when I do a rotation there is always some steps. So the picture is like some a lot of small cutting parts. Have you an idea to "prepare" it?

    When you are transforming your image check the Interpolation setting in the Options bar at the top of Photoshop. You want to be using a setting like Bicubic Automatic. I'm guessing yours might be set to Nearest Neighbor.
