Rotation tool problems

I'm having trouble with the rotation tool (R) in the latest version of PS.

I have the GPU box checked in my presets.

I'm using a Mac Studio / Mac OS Ventura 13.3.1 (a)

Anyone who has a solution to this problem?

I'm having the same problem on a similar Mac with latest Ventura and Photoshop.  The rotate tool works on and off.  If I quit Photoshop and relaunch, the rotate function usually returns.  I reinstalled Photoshop and reset my preferences.  All was fine for a few days.  Now the problem has returned.  

 

I am also having problems opening images where the image opening in the new window shows a weird collage of a couple of recently opened images rather than the new image. If I use the zoom tool and select zoom to fill and then zoom to fit, the correct new image appears.  The rotate and image opening problems appear linked.  Both appear or neither. All seems okay on Photoshop 2022.

If in photoshop you go to Edit>Toolbar and click Restore Defaults then Done, does that resolve the issue?

What specific trouble with the Rotation Tool (Rotate View Tool) are you having?

When I use the short command R nothing happens.
