In Windows, you can open a zipped file and see the contents without actually unzipping it—which prompts many of my students to tell me that they have unzipped a folder when they haven't. Take a look at the top-level Samples folder icon through Windows—is there a zipper on the yellow folder? Is there a .zip extension. If so, it's not unzipped.

Right click the project folder. Do you see Extract All in the context menu? Click it and follow the prompts.

If you really have unzipped them—and forgive me for going through the above steps but this is an on-going issue—then please show us a screen shot of the top level folder along with a screen shot of the jpg files in one of the subfolders, and the exact error message after you double click one.

A bit more information would help – which version of PS, what format are the files in, and which method did you use to try and open the images?

Thank you for responding. The version of Photoshop I have is 2017.1.1

release. After unzipping the sample files I see three folders of images, in

    jpg format.

I tried to open each by double clicking on them, and that's when I get the

message that the files can not be opened.

In Photoshop try File > Open (then navigate to the image and select it).

If it doesn't open try opening it in another application. If that doesn't work, you may have a file corruption. Try downloading them again.
