Save a Copy stopped working for JPEG

I'm using PS 24.7. I'm importing raw camera (NEF files) and when I go to save them, using Save a Copy, I am not allowed the option of saving in JPEG format. I used to be able to do this without any problem. It suddenly stopped working. I can't find any way to save as a JPEG. I tried enabling the legacy save as, but that had no effect. Any one have suggestions? Thank you.

What is the bit depth of the file that you want to save as JPEG?

It says on the Camera Raw UI (at the very bottom of the screen): HDR - 32 Bit - 8256 X 5504 (45.4MP) - 300 ppi

You have a linear 32 bit per channel High Dynamic Range image, which requires tone mapping from 32 bits per channel into a regular gamma encoded RGB colour space before it can be saved in standard formats that don't support HDR.
