Save-As fails with "file in use" - Wrong

I've used this for years, always worked until recently.

"Save-as"

Change name by appending to existing name (both Tif, or Tif to Jpg).

On saving I get the attached message intermittently. Could not save...file already in use or left open".

File is not in use as it is a new name, nor is it in use by another app (same reason).["Crop 11x17" was added to name]

After failure another attempt gives "file exists..." it has written a zero length file with the correct (appended) name. I can overwrite this file.

I tried turning background save off (as suggested elseweher), same thing happens (and wastes time...).

 

PS 23.1, Win 10 21H2

Use Save a Copy -- the change was introduced to prevent people overwriting images, but you can change back to the previous method in Photoshop preferences.

Sorry, the message is false!

Since I changed the name the file does NOT exist and is not open in another app.

It also appears to be intermittent.

The previous save to a different name has completed before saving again.

Already set to use Legacy Save-as and don't append copy.

Save a copy does not change the name of the open file. This means I have to repeat all the changes as a I save multiple versions.
