save as transparent PNG export issues

I have modified an existing transparent PNG logo file to add an additional word, and when exporting and reducing the pixel dimensions, it is INCREASING the file size.

When I go to export as a PNG 24 it's showing the dimensions as being 1523 x 1700 and 65.9 KB. When I reduce the dimensions to 896 x 1000 it is increasing the file size up to 99.16 KB.

I've never had this issue before, but I am having other issues with exporting transparent PNG images and the file sizes are way too large for web use (650KB at 800 px on the long side, img 3 attached), even if I reduce the image down to 15% or so. I understand that transparent PNG files would be larger in size than a JPG image, however I've never had trouble optimizing for web use, nor have I ever seen the file size get larger when I reduce the dimensions.

I am running version 25.3.1 on Windows 11.
