Save For Web (legacy) default folder on launch

When I reboot my machine and then launch cc, the folder where cc pulls up to save by default is not what I expect. 

Steps I take:

1. pull photos from my camera (drag from camera storage into application and drop)

2. edit a photo

3. save using save for web (legacy)

The default directory that cc pulls up is the camera's internal storage (USB Drive F:\DCIM\100MSDCF). What I want to happen is for cc to pull up the last place I saved a photo from cc the last time I had the application open (Storage D:\edited).

 

The directory pulls as F only on the initial launch. After I've saved the first photo there in that session, all the rest of the images 'save for web' dialog defaults to that directory in D:.

I'm coming from an old version (CS3) and in it, this was not an issue. Is there some feature I'm overlooking, is this by design, can some macro/action be written to not have to deal with this which would still  prompt me for file name?  Some other solution for this?

Why would there be a default?  What would the default be. How did you set the default.

 

What will be in a Photoshop Dialog will most likely be the settings you used the last time you used  that Photoshop feature.

This is the very issue I describe - they are not the settings I used last time.
