save window will appear behind the brush window

When exporting brushes in Photoshop 2023 & Photoshop 2024,
A save window will appear behind the brush window.
I added Photoshop to Full disk access, but The problem persists.

Occurs in Photoshop 2023 and Photoshop2024. In 2021 and 2022, the problem will not occur.
