SaveAs 'History' dropdown always blank

Whenever I save a file in Photoshop (using the SaveAs dialogue) and click on the history dropdown to show recent locations, it always shows a blank list. I've tried multiple restarts of PS and even upgrading to the latest build, but nothing has fixed it.

I am on Windows 11, running Photoshop 24.6.0 release.

@CShubert I have tried removing the setting folder manually and letting PS create a new one, but this did not resolve the issue.
